Allows Planet Killers to have more valid targets, even your own planets!

Description
So you finally got your Colossus and want to take it for a ride. But wait... you can't crack that planet or your colony you want to get rid off?
You can't shield that planet you took over which is boiling with unrest?

Well, now you can!

This removes many of the restrictions on what planet killer weapons can target.

Warning!
Blowing up yourself will kill you.

World Cracker:
- Can now target planets owned by you
- Can target all planet types except cracked worlds and gas giants (no planet to crack there)
- Can target primitives

Global Pacifier:
- Can now target planets owned by you
- Planet has to be populated (as it gives science it would make no sense if you can use it on uninhabitated planets - might change this in the future)
- Can target primitives

Neutron Sweep:
- Can now target planets owned by you
- Can target primitives
- Can target hive and infested worlds

Divine Enforcer:
- No changes as it can already target your own planets
- Can target primitives

Nanobot Diffuser:
- No changes as it can already target your own planets
- Can target primitives

Star-Eater:
- No changes (yet)

Devolving Beam:
- Can now target planets owned by you

Deluge Machine:
- No changes as it can already target your own planets

Toxic God:
- Can now target planets owned by you
- Can target primitives

Save Game Compatibility
Should be save to install and remove during running games (I had no problems so far).
Valid targets are determined during gameplay so there should be no issues.

Mod Compatibility
Incompatible with Gigastructural Engineering & More, as they have a high-priority overwrite of the same file to add restrictions for some gigastructures. Use this compatibility patch (also updates the files, since they are using old definitions): Safety Off for Planet Killer Weapons + Gigastructural Engineering

Files overwritten:
common\scripted_triggers\01_scripted_triggers_planet_killers.txt
This mod will be incompatible with mods that overwrite the same files. It should be compatible with almost everything else.

Localisation:
None required

Known Issues
- Targeting your own planets will show as text tooltip that they are valid targets because they are an enemy which they obviously are not; I would have to change the tooltip text Localisation for this, which I might do, but it's just a minor cosmetic thing
- Cracking or Shielding your own worlds has no negative effect, which I might add later

Future Plans
- Negative effects when cracking or shielding your own worlds (populated worlds)
- Move the changes to an empire policy instead of just disabling them like now
- Update Tooltip Localisation (maybe)

Tested on 3.14, works standalone, and AFAIK works w/ giga patch too.
Incompatible w/ "Merger of Rules".

Heh no worries man. As a fellow mod dev I feel your pain. Thanks for keeping this beauty of a mod around from the time I started playing stellaris for the first time XD it is a must have!

Yes I confirmed that problem, for some reason the devs use a planet killer validity check for building the orbital rings... just another facepalm stellaris code moment.

The planet killer checks have been a pain either way because the code is just so awkward, will probably take a while to fix, I might have to redo all of them from scratch.

However, could just be load order, but disabling this mod causes me to be able to build orbital rings on planets again
