Modifies road availability such that once a road becomes available, it will remain available for the rest of the game. Allows you to build dirt and cobble roads beyond 1925.

hay @sparky66 can you make tracks no end year that will be great and also good job on your mods but if you don't feel like make this mod then that ok

Does this also affect the road building of the AI (will AI may build oudated roads? - i whould not want this xD)
