CK2RPG Siege Victory Choices hotfix

Description
This is a hotfix for the original mod.

Since the original creator seem to have abandon the mod, I decided to release a simple hotfix.

The hotfix contains following:
- The language bug for non-english user should no longer appear
- added german support
- Npc's were choosing the beheading option most of the time, this should not be the case anymore. How the npc decides, is now depending on npc's traits.

It's recommended to start a new savegame IF you use other mods that add new traits (maybe even mods that only change existing traits). Otherwise characters gain traits, they shouldnt have or didnt have before, on load up.

This hotfix does not require the original mod
I will not add more stuff. All I wanted was to fix this mod and not to takeover!

If CK2RPG decides to work on the mod again or wants me to delete this, I'm gonna delete this hotfix.

This simply isnt loading in my game. Not sure what Im doing wrong.

hiya there, do you mind if i incorporate this into a mod i am building? i like this and the guys other one as well and want to put them both into a larger mod :-) would give you credit for this part too of course and would save e a bit of work doing it all myself from his originals lol :)
