Mod that adds a new faction to the game. It acts as a Xenophobic counterpart to the Progressive Egalitarian faction. It's called the Citizen's Faction and its demands are loosely inspired by ancient Athenian democracy and early American republicanism. The Citizen's faction will spawn instead of the Progressive faction for any empire with Xenophobic ethics, similarly to how the Isolationist faction spawns instead of the Supremacist faction for Pacifists.

=Compatibility=
This mod modifies 00_Progressive and faction_events. Any mod that also modifies these will have compatibility issues.
