Spawn Floating Docks

Description
Alright this has been requested. What this does is spawn my floating dock in the following three locations where I figured people might be using them:

- Helicopter base
- Airstrip base
- Mainland airstrip

What this does is spawn 2 anchor blocks on the seabed floor and the dock above it. All you need to do is dive down with a rope and attach the dock to the anchor. The anchor block on the seabed floor comes with ropes so you don't have to bring your own.

I recommend you use all 4 rope anchors on the bottom of the dock to keep it nice and stable even in 100% wind conditions.
