Update of Spdskatrs mod

- Added a basic rod, unlocked with smithing. Has a 50% chance of attracting lightning, requires no components but does not produce power. Also requires repairs after extended use.

The Spdskatr Department for Countering Zeon is back with another of their latest gadgets. This lightning rod will teach any Zeus impersonator that science will always conquer all, including their so-called "godly" lightning powers.

Adds a lightning rod that can attract lightning strikes to its pole using an ion beam emitter, and harvests part of its power. Has 3 modes. Unlocked thru machining research and is located in the "misc" tab

Of course, every design has its imitations. The lightning rod can only recover so fast, and too much lightning hitting the one rod will overwhelm it.

@MrT When hit by lightning, the power-generating version of them acts a bit like a battery that looses its charge fast over time. During this time it will output energy to the powergrid.

Curious if it's like lightning powering solar panels with the flashing.
Doing large brief inputs or anything more consistent?

I am reporting the same issue as what @smileyblacksun has. No console logs.

I'm getting an issue where the rod will attract the lighting bolt, but instead of absorbing it it will strike the ground the point of the rod is over and start a fire. (lighting rod is not over charged, and is hooked up to power network).

Anybody else see this or is it just my setup?

is it the same as advanced one on passive mode? (25% intercept chance?)
