Tiny Spotlight-Side CEL Version to be used for my upcoming assets.

Very little throw and light bleeding. Ideal for detailing buildings and small paths .
Requires Custom Effect Loader Mod.

Fixed it, should work now.

the light are not lighting up for some reason when I place them down. I have the CEL mod. and CEL BETA maybe that could cause a problem?
