final wars ebirah is much weaker

The HP is fine, it is based on Showa Ebirah, who was not very powerful, and was easily defeated by godzilla. Final Wars Ebirah, on the other hand, is much more powerful, and menacing though still was no match for godzilla. Though, in general both ebirahs are not overly strong, or powerful. Though this is because in Ebirah Horror of the Deep, or Godzilla vs the Sea Monster, King Kong was meant to fight Ebirah, rather than godzilla.
