• Added gold cost
• Reduced ritual cooldown
• Buffed ritual effect
• New OR requirement for mathlathan rite (can be unlocked with t3 port)

EDICT
• Changed/buffed edict effect

REWORKED Diktats/Actions
• Lasts 10 turns (since making it last forever disables the ability to swap diktat(temp fix))
• Each province can have one diktat (basicially a second edict)
• 3 option's effect: slave consumption, slave production, slave entertainment (order)
• Higher slave cost + slave/turn gained/used

• Fights to the Death: public order, bonus gdp
• Slave Drive: increased slave income in return for slave consumed, growth
• Open Market: public order, slave gained, trade
