Rimsenal Federation Weapon Craftable

Description
This mod allow us to build most of the federation weapons(Federation Rifle, Rederation Sniper Rifle, etc.)

Changes:
Add a new research project "crucible reverse engineering" after the "Crucible Tech".
We allowed to craft federation weapons after finished crucible tech.
We allowed to craft crucible series weapons after finished "crucible reverse engineering".

The federation should be an endgame challenge a buff would be fine.

@Mismagius, nope, not yet. Currently the rpm of crucible weapons is better than original fed weapons, and I wonder if I need to "level up" the fed ones. If I did so, the enemy will also be enhanced.
