Makes the Militor require tier 2 mech components and research.

Created this partially on request, and partially as a learning experience for myself.

Love how this mod seems to hurt people when they just look at it. Like it's just attacking their minds when it doesn't do anything to them unless they install and activate it.

Let's renegotiate that to be 75 steel instead though leave the core requirement the same.
