Crew item(steel) handling stacks increase (Nugget UP)

Increase the StackSize(Storage Stack) of the Steel by 5 times and change the value of the handling stacks to be the same as the StackSize (100)

Also change the range of handling detection in space with crew oxygen (increased to 10min)

Because of the game itself, handling stacks cannot exceed the StackSize(Storage Stack) of the item, so the StackSize must also be increased
