Pre-Scamper Ability Stopper

Description
This is a small utility mod that prevents enemy units (specifically, anyone NOT on eTeam_XCOM or eTeam_Resistance) from using specific abilities prior to scampering. Inspired by ADVENT Avenger's Ever Vigilant Bugfixes WOTC mod, the big difference from a player perspective is that the affected abilities are open to config. The configuration is handled in XComGame.ini. By default, the following abilities are included:
I'll be updating the list with more abilities if I need to. Feel free to suggest more that would make sense to add. Keep in mind that this only affects enemies' possible actions PRE-scamper, i.e. it will not affect yellow alert actions in any way.

Requirements:
- Just War of the Chosen. You do not need LWOTC, Mod Jam or any other mods in my Workshop to use this one.

AFAIK if they're expecting an attack, or are wary, they're in yellow alert and this mod wouldn't apply.

It's arguably easier without a mod like this as enemy units reveal their positions in the fog of war when they activate their abilities.

It’s an interesting mod, but won’t this make the game easier? And shouldn’t enemies be able to overwatch and take cover when not revealed if they’re expecting an attack? Unless I’m misunderstanding what this mod does.

Will this help with Stun Lancers making a beeline to your soldiers and stunning them
unconscious ?

Does your MOD include all the features of Ever Vigilant Bugfixes WOTC? Do two MODs need to be used together?
If these abilities are disabled, upon being revealed, will give the enemy a higher chance of using standard shooting in place?

yeah it probably is. the rez -> patrol -> scamper combo always felt strange to me
