Lightweight RNG Seed

Description
Creates and syncs RNG seeds between clients and across replays via the lobby.

Documentation is in the files themselves, this mostly exists for developers.

Yomi already has an RNG seed built in now due to wizard rock, so we delisted this and only left it up for things that use it as a dependency.
