Tier 3 Walls for Chaos Dwarf Outposts

This submod for Tier 3 Walls Returned adds walls to the tier 3 garrison building in Chaos Dwarf Outposts. I separated this from the main mod because I wanted to keep the identities of the minor settlement chains where the factory is more fortified while the outpost is more vulnerable, but also wanted to give the option to fortify the outposts if players wanted.
