Punching Lariat

Description
Just a quick and easy mashup of the running version with the C2C Stepping Lariat (for the sideways angle) for use from a non-running start. Does more damage than the Striking Lariat, but less (as far as I can recall) than the running version. I may do a version with a fancier sell someday, or I may not. WHO KNOWS!
