Limb and Decapitation Overhaul - Organic Heads and Limbs are Special Cannibal Food

Description
This patch changes a few things from Limb and Decapitation Overhaul.

The Changes made are as follows:
*All Organic Severed Limbs have a Meat inventory sound and a charge variable of 125 (to match Organic Heads)
*All Organic Heads have been changed to ITEM_FOOD_RESTRICTED
*Cannibal, Cannibal Scav, and Fogmen races have been given Organic Limbs and Heads as Special Foods
*All animal races with the AI package "eating corpses" and "eating any bodies" have been given Organic Heads as Special Food. The only exceptions are Skin and Blood Spiders, as these do not actually consume flesh.
