"Active" - off/on addon
"Bans don't work" - user groups on that don't work bans. You can use ULX for exemple to use this
Whitelist - use "Open players list:" to add player to whitelist and do right click to delete player from whitelist
"Using spawn menu" - ban spawn any props, entities, ragdolls
"Using C menu" - ban context menu
"Geting weapons" - ban give weapons to yourself
"Using physgun" - ban grab props thanks physgun
"Using gravity gun" - ban grab props thanks gravity gun
"Using toolgun" - ban using toolgun
"Pickup items" - ban pickup items thanks 'E'
All settings(include whitelist) save automatically. This addon is great for local RP in sandbox or for just sandbox. All settings are very comfortable.
To find settings open Q menu -> Open Utilits -> Open tab 'Rights'
