1. The mod uses the same effect as enacting laws like Industry Banned, so this shouldn't happen.
2. It's most likely because the state couldn't offer enough suitable jobs at the moment.
3. If there a lot of free arable land, most of the pop will become peasant next week, except some high qualified pops might stay unemployed until their sol is low enough or find a better job, this depends on sol, average wage and welfare.
4. Non-subsistence buildings hiring and migration takes longer time.
5. Some mods that alter hiring or migration might also cause this.
