And for those talking about the manual installation, the reason is that you normally can't modify that type of file via workshop, and the default tends to override any attempts. So you'd have to rename the original so that the game can't find it and can only find the one provided by the mod.
It's a similar situation to startup videos from L4D2. They run before workshop stuff is submitted, so to use them you'd have to extract the files and install them manually. There was no other way to go about it.
