Remove Test Start - Upper Module

Removes test starts from many mods across the workshop, so your large mod lists aren't full of useless starts!

-----Technical Info-----
This is the *Upper Module* and must be *first* in your load order at all times. This mod is split into two halves, you must have both downloaded and in the correct load order to function properly.

The way this mod works is by creating shell FCS entries in the Upper Module to serve as the dependencies for this mod, and then deletes the test starts in the Lower Module. This is a similar fix to that used in MEGA All-In-One Compatibility Pack.
