Jopall Indentured Squadrons

Adds Jopall Indentured Squadrons (Ratling alternative) to the Astra Militarum.

Jopall Indentured Squadrons are marksmen hailing from the agri-world of Jopall, located within the Armageddon Subsector. Every person on Jopall is born into debt, due to the resources used by their birth. Each person's goal is to work until their debt is repaid, which is convenient for Guard recruiters.
Jopall Indentured Squadrons can use standard Astra Militarum equipment, such as Frag Grenades, but they must pay the Quartermaster before doing so. As every shot is another debt to repay, they have become expert marksmen and have armed themselves with Designated Marksman Lasguns.
They prefer defensive actions, which has made them adept at quickly setting up their counter-fire positions when in friendly territory.
Nothing will stop them from repaying their debts, not even their comrades in arms. Jopall Indentured Squadrons can rough up an allied infantry unit to steal their money. However, if a Commissar witnesses such behavior, the only payment they'll find is a bolt shell to the head...

Other research upgrades that affect Guardsmen will also affect Jopall Indentured Squadrons

- Based on Ratlings, but doesn't have Shoot and Scamper.
- +17% accuracy when fighting Ork units
- Also costs Influence to upkeep, but generates Influence on combat.
- Grenades and Medi-Packs cost Influence to use.
- The Jopall Pattern Lasgun has the same stats as the Sniper Rifle.
- Moving within 3 tiles of an Allied city Headquarters ignores the accuracy penalty from movement.
- Shakedown action can be used on adjacent allied infantry (-4 hp, -60 morale) and gives the Jopall Indentured Squadron influence, granted at the start of the next turn (+4 influence per turn, for 1 turn). If they use this action within 2 tiles of a Lord Commissar, they will die (-12 hp), unless buffed.

Requires Specialist Pack DLC for Ratling research. They're both Sniper units, so I didn't want to make the Jopall Indentured Squadrons available without that research.

Reuses default Guardsman models.
