Try downloading the full files on Civfanatics. The issue with the download is likely a steam one; you'd have to delete Civ5ModsDatabase from MyGames/Sid Meier's Civilization 5/Cache to get it to work, which deletes all mods, then redownloads them, including the ones that don't appear to want to download.

For some reason the Art file isn't downloading. Tried the website as well and it's not working.

I have all DLC. I run them all as well

@JP, do you have Gods and Kings? If not, I think that's the issue.

Hi. Firstly, I think these mods are amazing and you have done a good job. Secondly, I'm getting a bug with a tenant in my religion. I cannot remeber it's name, but it gives me 100 gold when I expend a Great Person. What happens is thee game freezes, so I Alt-Tab off and on. It then comes up with error messages along the lines of 'cannot open Carthage art' and one about Dido's picture. I click okay on both and the game loads up again, but the circle on the right telling me I got the money is a red and black hash. I do get my gold though. It isn't *gamebreaking* as it takes 10 seconds to get back on, but I thought I would just let you know.
