if you search for this folder \Games\Steam\steamapps\common\Cities_Skylines there will be a file LocalRICOSettings.xml (you can also just search for the file)and you can verify that you've successfully added it or not. I've had issues with local rico settings, but it's never related to a building being plopped or not.
also, just use Plop the Growables mod. There is no need to use local RICO settings for growable buildings. RICO is used for larger buildings to function as growables. You don't need to add the function on growables, you only need to be able to plop, which PTG does
with assets like this, "growable" means it will grow within zoned areas by itself?
and i'm assuming with it being a L1 Low Density, it'll get swapped out with a higher tier asset as it moves up as well? i suppose i could just lock it in with the fancy new toggle they added, iirc.
