Scythian Paired Builders

Description
Scythia produces workers in pairs with one charge each.

Reasoning
1) Scythia has a cool & unique mechanic that I wanted to expand on some more.
2) Scythia is very strong early game and feels bland (imo) later in the game. I feel this change adjusts that a bit.

Notes
1) Yes, the +1/+2 charges from the Pyramids, Serfdom Policy Card, and Public Works Policy Cards applies to both builders. So Scythia starts out receiving only 2 charges for the cost of 3, but then later has the potential to flip the table with (usually) 6 but potentially 8 if they are able to build the Pyramids.
2) This is probably still a bit overpowered, but honestly I'm not going for balance here, I'm aiming for fun interesting gameplay so I don't recommend this mod in multiplayer (unless you're playing cooperatively).
3) When purchasing builders you will only receive one, but the cost of that one charge builder has been reduced to (almost) 1/3rd of a regular builder's cost (from 200g to 70g on standard speed). Keep in mind though, that things mentioned above still apply so you'll potentially be getting more than one charge for that cost, which some may find overpowered.

@HotlineBird I'm terribly sorry, I've made an ass of myself. I completely missread your comment below. I believe I have solved your issue. You still only receive a one charge builder when purchasing however that one charge builder now costs proportionally less (200g -> 70g on standard speed; 35g I think for online speed). Again, I'm am terribly sorry for being an ass :steamfacepalm:

I did read the description, I know the cards apply to it. It's still irritating to realize that you need a builder and not have those wonders/policies in at the moment.
I agree that it would be OP to buy it and receive all 10 or so possible builder actions. I'm not a programmer. I don't know if there's a solution that would make me happy. I think it's probably just not the mod for me, but good job @Angryr it's a cool idea even if it's not for me.

@HotlineBird If you'd read the description you'd know that's because the Serfdom and Public Works policy cards apply to both builders.

So it uses the same mechanic as Scythia and the Venetian Arsenal which only gives you two if you produce the unit, and thus when buying a builder as Scythia I only received one builder with one charge. If this is purposeful, ok I guess it's just not the mod for me, but I would love it fixed.

I considered that immediately when making this mod however with the way modding is now that is out of my capabilities, lua scripting might be able to accomplish it but I'm just now starting to learn that. The Scythian trait uses a single modifier that says "if I build this, give me some number of extra ones" with no ability to change what the extra one is.

Secondly, I made it an early game nerf intentionally. Yes there are early game civilizations stronger than Scythia I just haven't come up with a fun way to nerf them that I'm currently capable of doing.

Instead of making it give 2 paired builders, have you considered making it give 1 real builder with 1 charge that is affected by policies/pyramids, and 2 paired builders with 1 charge each that are not affected by policies/pyramids.

That way sythia doesn't need pyramids every game, while still having interesting builders that fit their theme. (3 one charge workers are able to spend their charges much faster than normal 3 charge workers)

This is an incredibly interesting idea, and makes the civ operate much more similarly to their real life counter part. Less growth, no need to mass tile improve, few kurgans, many cities. Ofc, if you focus and choose to improve builders you can easily bump it up to the normal rate with serfdom, at 4, which is very like the historical improvement a serf system saw for the steppe peoples.
