We can't know what you are doing wrong without you telling us what you are doing. Just retrace your steps, the menu when you click on the "Legacy Addons" section should tell you more.

Okay, I uninstalled Gmod because it wasn't working. I reinstalled it and now it is, but the extended spawnmenu and the legacy addons are not showing up in the game. I have files in the addons folder, but none of the models or files are showing up. I unsubbed and resubbed to this, but nothing is happening.

Open the helper tool (By pressing on the "Legacy Addons" label in the spawnmenu at send me the picture. (See last screenshot on mod page for example) I can almost guarantee you are doing something wrong.

You didn't install any addons then. Maybe your GMod installation moved to a different Steam Library folder, check Steam's "Browse local files" to see where it is installed.

The problem is on your end, on with this addon or the game.

I hate to be the bearer of bad news or to look like I'm joining the hate bandwagon but the exact same problem has also happened to me and to countless others who had been experiencing the exact same issue for five YEARS (maybe even more). So instead of coming here to ♥♥♥♥♥ about it without providing any reasonable information, I might as well write all of it down here and hopefully get to a proper conclusion.

There is no nice way of putting it; the addon itself is turbo ♥♥♥♥♥♥ the very moment someone decides to reinstall or move GMod into another drive. It works like a charm the very first time you install it, but the moment you install the game on a different drive, it completely refuses to work.
I'm obviously talking about the infamous the + sign doesn't appear next to the legacy addons folder issue.
Wishing to experience the issue for yourself? Move or reinstall your game to a hard drive or another partition and watch as the addon breaks. You cannot revert it back to its original state. At all.

I've tried quite literally everything I could to try making this addon work; from reinstalling the game multiple times to moving my addons folder on two drives, unsubscribing and resubscribing the addon itself to moving the game on the previous drive and even installing an older version of the addon itself from ModDB and seeing if it would work. Nothing works.

To add insult to injury, Garry's Mod itself will warn you that the addon failed to install correctly and suggests having enough storage and verifying integrity of game files in order to "fix" it. As you might expect, it didn't do anything because I had more than enough space to shove a lot of addons into my drive and verifying the integrity of the files didn't do anything at all.

In case you ask for the Helper tool troubleshooter screenshot itself, I also have that and it explicitly states there is nothing wrong with the path of the addons I'd like to apply.

Why am I persistent about this issue? Because I had been retexturing my characters for about a year and a half, almost two; and I also have friends who use the same addon and seen a considerable amount of people who use it to retexture. To wake up on my PC and reinstall GMod after a few months of taking a break just to remember when I used to pose a lot of characters, only to see all of my custom textures not being displayed because the addon seemingly can't detect the new path that I had set it to due to the game being reinstalled is ABSURD.
I'll let you know that this is the only addon that doesn't work correctly, all the other thirteen dozen addons that I have installed work as expected. This addon? Nope.

So what would we all like? A fix. If you can't fix it, then a proper answer as to why we can't use it upon reinstalling and a warning depicting that this addon breaks upon reinstalling the game in the description.
You may be correct in the sense that this addon doesn't fix old addons. I believe we haven't gotten a reason why the addon breaks upon reinstallation in the first place; It's 2021 and nobody figured out a fix for this. All we get are vague answers that it's our fault.

Unless if the fix is buying an entirely new PC and never uninstalling GMod on that PC or attempting to find an alternative legacy addon search script (which I doubt there is to be honest), this addon might as well be considered obsolete upon reinstallation.
And if the culprit itself is the game having a faulty update then it might as well be obsolete for a considerable amount of time.
