Is this addon clientside or server-side?

Hello! This is a simple question, does this addon need to be added to a server's addon list in order to work? or does it work client-side on multiplayer?

Its clientside, but if you want everyone on your server to have it available, you must install in on your server.

I have downloaded this, but it doesn't work on a clockwork HL2RP server, is this the addon, or the gamemode restricting clientside addons?
