They had to do her as NSFW Model, so they can decide what cosmetics or cloths they must put them on her.
Thats the way how they make the character basics!

Ever heard of Barbie Doll Anatomy?
I've designed plenty of characters, and I can assure you the basics do not include making a full-on NSFW image then drawing clothing over the NSFW - you draw basic shapes, then the clothing and anywhere that isn't covered by said clothing, such as the arms when the character wears a tank top.
