Would not believe how many times I tried to start a station and then replace the file because it would place itself elswhere then not give an option to continue. Had it just been a strange spot and allowed me to continue would be ok, but after placement, all panels become non functional. Then I discovered the server had been giving a LOT of erros. As for how to get the station to work on certain planets, if you find one, log out so the game saves the planet your on and go into the universe folder and look for the most recent .world file and copy it somewhere other then into the same folder. Now, if you mess that station up you can easly delete it and start over. There are a few bugs in this and you most likely want to make constant backups while designing your planet station.

If you like me see you can't build east when you first find the station and also managed to make a backup like I said above, use only the option to build south (Down) then once that buggy part shows up, fill in the gaps and you will notice those panels will work, so you can continue building, including east and west. Just make sure you dont build anything that puts you back into the station you started from, otherwise all the panels stop working.

If you like me get stuck in the ground upon teleporting in and the protection stops you from being able to get out, these following mods will help you greatly, including one to put tile protection on and off freely and the ability to phase through any wall which is awsome to help you build using this mod and space station as well.

Phase shift both protected mode and unprotected, both needed to work. Allows you to pass though rock and walls and even stops those baddies from hurthing you.
