Ignores npc limit spawn.
I noticed some snpc's ignore the spawn limit and keep spawning.

That's probably a bug in the SNPC, but if you give me an example I will have a look.

I tried to fill a city with npcs, the civilian snpc uses scientist animations from black mesa.
They spawn like normal and chatter and stuff, but they keep spawning. I kept wondering why there was so many civilians so clumped up in one area.

Same with black mesa security. They spawn and ignore the limit.

I seem to remember coming across a problem with VJ Base in the past, but I can't remember what it was. I'll investigate again
