This is common with Web-based wallpapers. (like this visualizer wallpaper is)

This is because it's basically a website, which is being loaded as your desktop wallpaper.

It takes a little while (usually less than 0.1 - 0.5sec) to load the required scripts (JavaScript files) when the 'page' gets loaded (just like any normal website would, except - instead of loading the files from the internet, it loads it of your local harddrive)

Unfortunately, not a whole lot I can do about it. I could set the background to black on load, but than it would 'flicker' with a black background instead :P

You may want to check to see if your anti-virus isn't blocking you connection. Whitelisting it solved my problem.
