Foreground Video?
I know webm's with alpha channels can be kinda finnicky, but I was just wondering: is there a way to give the foreground layer the same options (image, video, slideshow) as the background layer?

Short answer: No

Long answer: Well, yeah, it would be possible. But currently the foreground image is not rendered on a Canvas element like all the other visuals. So I'd have to overhaul the way it's rendered in addition to adding all the additional configuration for choosing video/slideshow etc.

Personally I don't think the effort vs gain is not really in balance...
