Report a translation problem
For example; the wallpaper runs at a high framerate (let's say 30-60 - depending on Wallpaper Engine settings).
So all the calculations happen 30-60 times a second, which would mean the video playback speed would get 'changed' that many times a second.
However, the video element can not really handle that many changes, and will cause stuttering and staggering of the video when you change it from 1.75x speed to 1.25x speed, 2x speed, 1.9x speed, 1.8x speed etc. in rapid succession.
And only changing the videoplayback speed once a second for example, didn't achieve the effect I (and probably you) were hoping for :P
