What about

(=) Has a 20 second cooldown

(+) Heals 60 HP in 3 seconds (20 hp/s)

It's a great tool to heal health with, but you lose a pistol and enemies can kill you while you're drinking.

That would be awesome.
When drank: For the next 10 seconds, you recieve health regen proportionate to the damage you took, and you recieve double healing from all sources for the next 12 seconds
Drink also immediately restores 30 health when drank

I think it must be drinkable on the move.
If it's drinkable on the move, then it would have to be nerfed.

drinking increases damage by 250%

How about this?

-heals ~10+ health each second (as you're drinking of course)
-has a limited supply, and cannot be resupplied in any way
-health gained from drinking can overheal you, but caps out at ~160
-the drink lasts ~10 seconds in all to drink

note: This weapon doesn't have to be fully consumed all at once, Eg: you regenerate 50hp, then stop holding m1 to save the other 50 for later

(sidenote: The numbers with "~" before them are subject to change, as they may give scout too much of a advantage/disadvantage, and I don't trust myself to have nailed the perfect stats 1st try)

This one makes it pretty unique compared to Scout`s other drinks

Also make it become a small medikit when thrown off for more teamwork.

What about

+Heals 80 HP

- Damage when drinked decreases for 30 seconds

- Cant be healed by dispensers when equipped on loadout
