Griffins not breedable even with The INI settings enabled

I have a issue that griffins are still not breedable even though I have it enabled in the INI settings? Is this a common issue?

Try bringing them together really close...

Furthermore, you need 2 Griffins of the same type... either 'Imported' or 'SF' ( check with [Alt] + [G] while riding the Griffin)
