The idea is that it's a pocket direct-hit that you would pull out as a sort of back-up rocket launcher. It could have potential as a secondary for destroying sentries, but solly's primary does that well enough. More or less, it's an interesting high-damage close-range alternative to the stock shotgun.
What it would probably look like in-game:
The Drill Master (or whatever Valve would name it)
Level 69 (or whatever Valve would give it) rocket-pistol
(+)Shoots mini-rockets as projectiles. Mini-rockets travel faster than rockets and deal less damage to yourself, but they are destroyed upon touching a surface, are less useful at range, and have a reduced explosion radius.

of course with a few tweaks to make it different but you know what i mean
I like this one, it reminds me of the Pokémon attack Sonic Boom. If we got rid of the slow projectile speed, then, it may work as a consistent source of damage for soldier, made to finish enemies off at a distance.
