Here is my fantasy stats suggestion, Grampa
(Stats are based on the stock rocket launcher)

+100% projectile speed
(+)-90% self-damage
-50% clip size
-50% reserve ammo
-90% explosion radius
(-)+50% damage fall-off
(-)Projectiles are destroyed upon touching a surface

The idea is that it's a pocket direct-hit that you would pull out as a sort of back-up rocket launcher. It could have potential as a secondary for destroying sentries, but solly's primary does that well enough. More or less, it's an interesting high-damage close-range alternative to the stock shotgun.

What it would probably look like in-game:
The Drill Master (or whatever Valve would name it)
Level 69 (or whatever Valve would give it) rocket-pistol
(+)Shoots mini-rockets as projectiles. Mini-rockets travel faster than rockets and deal less damage to yourself, but they are destroyed upon touching a surface, are less useful at range, and have a reduced explosion radius.
+100% projectile speed
(+)-90% self-damage
-90% explosion radius
(-)+50% damage fall-off
(-)Projectiles are destroyed upon touching a surface

Pros
45% more accurate
CONS
For every missed shot in the clip less damage and less in next clip

(neutral) for every hit increased clip
(higher chance for smaller clip next)

+30% accuracy
+50% secondary ammo on user
+25% larger clip size
+50% speed/height from rocket jumps

+35% damage from rocket jumping, no control when in the air
being shot by an enemy soldier with same gun will mark you for death for 10 seconds
tracer rounds show where user is
if you are hit by any melee weapon while holding this weapon, you will lose it until respawn or resupply

Lets make it a Completly Stand-alone new Gun:

Does a Fix Damage of 40 if hitting directly | 18 Damage Explosion Damage
Fires ( at the same speed as the Bison Projectiles ) Small Rockets
50% Less Explosion Radius than a Rocket Launcher
5 Round Magazin | Reloads with the Speed of a Shotgun

That's garbage. Bison's projectiles are impossible to aim beyond point-blank. I can't take anyone seriously who thinks a weapon with the Bison's snail projectiles is balanced. Plus, 40 damage per shot is ridiculous (especially for a rocket launcher). If anything, it should deal at least 60-70 damage per shot. Stock shotgun deals 60 damager (if all 10 pellets hit).
Fires projectiles
Projectiles travel 100% faster than rockets
Projectiles can not be reflected
Projectiles have a 80% smaller blast radius than rockets
Projectiles deal 50% less damage than projectiles

I like this one, it reminds me of the Pokémon attack Sonic Boom. If we got rid of the slow projectile speed, then, it may work as a consistent source of damage for soldier, made to finish enemies off at a distance.

General Stats:

(Hitscan weapon)
(fires a single bullet at a time)
(Critical Hits will jump to the enemy closest to the one you hit)
(Jump Crits are projectiles have travel times toward the nearest target)
(Jump Crits will disolve if they hit a wall)

Damage/Range:

(80 damage at melee range)
(50 damage at medium range)
(20 damage at max range)


Displayed Stats when veiwing weapon

Pros:
(reloads whole clip at once)
(Critical Hits will jump to the enemy closest to the one you hit)

Cons:
(-33% clip size)
(+25% reload speed)
(-15% fire speed)

Idea:
A weapon for pocket soldiers when the med is running a kritzkrieg
