A sensible stat list
alright, as this would sensibly be a secondary weapon, replacing the Pistol, here would be the stats for it, based on the Spy's Revolver mind you, bonus effects will be what makes the councilman what it is

-50% clip size (down from 12 to 6, same as spy's default revolver)
-240% slower firing rate (down from 0.17 to ~0.58 shots per second, same as Spy's default revolver)
+140% increased damage (up from 15 to 36 damage,10% less than Spy's default revolver)

On hit: applies a debuff that renders the user unable to cloak, slows the target and marks for death

something along the lines of a bullet that ricochets, which anyone can see a white trail behind the bullet as it bounces off of a select number of things

This is a really cool item, with a great design overall! I do have minor criticisms, and ways that I think it could be improved. First, it seems like this would be really powerful, so maybe tone down the damage a bit, because this is basically giving a spy revolver as a secondary to Engie. Secondly, the cloak thing seems kinda mean for spies. The pomson 3000 is already unfun to fight due to the drain mechanics, so maybe give the effect duration on the Arms Race a falloff, so if you are spamming this at long distance, it's not just infuriating for spies or really anyone who has to deal with the concentrated attacks that will inevitably come their way. I get the fact that it's a revolver, so it replaces the pistol, and that makes sense, but if I had to choose, it seems like this would be better almost every time. Overall, great weapon, but maybe a bit too great!
