"Starter" interface not visible during starting site selection

World Seed not changing when regenerating World, and additional requests for Precise World Generation

As the title says. I need to completely exit the New Colony option to main menu, in order to change the World Seed. If I do not do this, the Precise World Generation also prompts me additional times. This may be 2 bugs in 1.
