They already have the continent and most of the nations foundations laid out.
You should go check out their work. it's pretty impressive.

Dev diaries on the mod development page would be a good place to start.

Zebrica is still mostly in the concept stage and plans for the nations are being planned out, still. Hardly any work is done besides the continent (the landmass itself). Finishing most of Griffonia and other reworks take priority over adding a whole new chapter to the mod for now.

I think they were planning to rework a lot of Equestria and the surrounding nations too.
