Well Explosive shells and slow shooting makes sense Due to The One Cannon Feature.
My Stats:

Manned Health 250 (Heavy health) Cannot Be Sapped By Normal sapper Requires Ap-sap Or Red-tape Recorder (Due to manned feature It not being Electric) Un manned 50 (Scout Could Get rid of it)

+75% Range (Nerf maybe?)

+Faster build speed On Level One

+Heals Around Medics (Medics don't heal Campers So More Or less Needs Buff)

+/-Level 3 Rockets shoot clusters However there are only two at a time -2 rockets

- Mann Ed (Requires Engie/Sniper/Spy To Fire, Like A Mortar (Like an awesome New Feature For TF2 (MANNable Weapons)))

-Has 75% LESS Health When Unmanned

-When Red Taped While Manned= Can't Leave and home wrecker Damages So do Wrenches and Bleed untill 3 seconds after getting out of the sentry Via Wrenches and home wreckers

-/+Cannot Be Austrailium Or have a sheen (Like Mean Green) But Can Be Painted Like Team Spirit.

Here Is What I think this should be, If any nerfs or buffs Quote this then say what you think needs to be changed
