Sound Effects On or Off?

Is there a way to turn off the sound effects?

This is a late comment however it is impossible to turn off sound effects because they are triggered by the map, the only way you may turn off ambient sounds or the soundscape is by typing in Stopsound in the console, and that will only temporarily stop sounds from playing.
