ive had this problem too and there doesn't seem to be a fix for this.
HOWEVER
you should try out THIS engineer model

you can put his goggles back on by using the bodygroup tool (or by holding C for the context menu).
i know its not actually "fixing" the issue, since its technically just a different ragdoll, but an engineer model is an engineer model. am i right? :D
ive tested this model out with the H.A.T. tool and it works like a charm.
