I have no idea if it'd be possible, but it would be interesting and very in the vein of HOI4 if there were "luxury" resources that provided great civil bonuses, but you'd need to eventually convert them to a wartime good. Like wine in France, Olives in Italy/Greece, etc. Maybe they give you a large stability boost or a large PP growth. But ideally balanced so that you'd eventually convert them to war crops like wheat. Feels similar to the Civil/Military Factory dynamic.
