Black market/gray market issues

Does the gray market replace the black market. The black market seemed to have disappeared after joining up with the specters. Is this a known issue? Is there a way to change/disable the gray market?

It fixed it's self after 2 months in game after another scan sight. Might be an incompatibility with another mod we are running.
