Grievous in Confederate Uprising?

In the beginning Gizor Dellso says something about sending troops to Utapau to retrieve Grevious' Body and revive him.

Is this a thing in game? I have Utapau and am at tech level 5, but I don't have Grevious and can't find a place to build him.
