Unable to perform secondary assembly on advanced reactors

See https://i.imgur.com/C7lTUjz.png, I am unable to perform the secondary assembly after constructing a Type X or Type V reactor. This is new, it has worked in the past (back on v1.4)

Ah nevermind, I had a different research project selected. Starting Advanced Nuclear Power again allowed work to begin.

Resolved, no bug here. A tooltip pointing this out would be nice.
