How do I keep my reactor from overheating all the time?

My cooling towers are only 6% in use, why does my reactor not cool down further? I cannot fully load the Reactor Type V?

The reactor itself has nothing to do with cooling towers. Cooling towers cooling down turbines, which kinda heat-exchange the steam coming from the reactor. The reactor cools down through the pipes (Cold water + Steam) between the reactor and the turbine.
