Thanks for the report.
But It is kind of early version. After that, I found several grammer errors and corrected it.

Happened 3 or 4 times and always against a single enemy, if it is a pod it just skips the animations and fires all overwaches, if it is a single enemy it freezes
I was really happy that the new will system meant Shake it Off wasn't so hilariously outmatached by Flare, and finally grabbed it on one of my soldiers who had rolled a low will.
It didn't increase his will. It doesn't increase it on the avenger, it doesn't increase it in combat when looking at his stats, it doesn't increase it after a mission with the perk. I'm not sure it does anything at all.
For example: If I have an soldier end the mission with 0 ammo in his weapon, he will start the next mission I send him on with 0 ammo.
Ultimately, I'm not really doing anything different from the Guardian skill. The issue lies in the base game's visualization scripts. Depending on what's causing the issue in your case, I don't know if that's something I can fix.
@VDRawr - I see the issue. I hadn't even notice yet that the will system had changed in WotC. I'll look into it. As a point of interest, the will bonus does apply during the mission, but that doesn't affect anything regarding the new will mechanics on the strategy layer.
@The.Mad.Academic - Wow, that's interesting. Okay. I haven't noticed that issue yet, but I'll see if I can reproduce it.
Perks:
Opportunist, Zone of Control, Established Defenses
Xcom Perks:
Ever Vigilant, Covering Fire
At first I thought it was an ammo thing, but even with a full clip and only one Overwatch shot (Given by Ever Viligant) he'll use the pistol instead of the rifle.
On the previous turn, he had shot once and then went into overwatch.
EDIT:
Reloading the exact same save.
Instead of shooting the MEC and going into overwatch (MEC was suppressing), I moved the soldier then went into overwatch.
He used the rifle to shoot the mec for the first movement. Killing it.
Then he used Pistol for Zone of Control
Then he used rifle again for a 2nd overwatch shot.
Trying a third time
Rifle for MEC movement. Doesn't kill it
Pistol for Zone of control on MEC movement
No 2nd OW shot on trooper
(In hindsight, I think both OW shots are going into the MEC movement, but I'm only graphically seeing one. Just noticed the two damage numbers floating. Both seem like rifle damage.)
EDIT 2:
Hm, just spent some time making him OW in lots of different ways. I can't find a pattern to his weapon usage, seems almost random.
As I said, I'm really struggling to find any reliable pattern to explain usefully.
