- Added confirmation message to inform the player that the negotiation process has begun

- Adjusted the time the negotiation process takes to better reflect the new message time

- Adjusted the political power price of the idea from 150 to 50 to make it more ideal in a time of war

- Added a condition to remove the idea after it's used so the player isn't required to remove it every time they want to use it
