Updated config file for LWOTC
I have no idea if this is actually working 100% the way it is supposed to but i haven't noticed an issue yet. Will update once i have a psi operative and a spark to check but so far its working for everybody else.

Mod support for LWOTC moved to separate extension mod. New extension mod contains xLWOTC=true setting by default and all Rank and Tier decks for all classes.
